I agree that success rate should match for weapons and armours.  Much like level 11 the armour is generally slightly harder but scaled similarly.  Just reduce the gains per level allows a feeling of progress at least even if a +16 is only slightly better than +14.  Reducing the gains per level mitigates the too much pdef.  Nerfing the set bonus instead of the level gains hurts the new player in his +10 set trying to tank V3.

I agree with onionbear, that set bonus separates ur 10/10 from an 8 set...

 

And what about the other stats on armor...

 

Making a 15/15 def dam should have a decent chance at making some 15/15 str/vit too..

The set bonus is making a 10/10 set nearly a 9 set in terms of pdef lol.

 

And decreasing pdef by 40 won't really make a huge difference against mobs in v3 lol.
